Canada is better for students seeking PR and long-term settlement. UK is better for students wanting a shorter (1-year) Master's degree and don't prioritise PR. Both are excellent choices depending on your career goals.

UK is cheaper for shorter programs (1-year Master's vs 2-year in Canada). However, living costs in London are higher. Overall total cost over the entire study period is similar. Canada offers better value for undergraduate programs.

Canada is significantly easier for PR. The PGWP allows 1–3 years of work, then you can apply through Express Entry or PNP. UK's Graduate Route only gives 2 years, and then you need a skilled worker route which takes 5 years for ILR.
